Kyoto Weather in July — Climate Guide

July in Kyoto is the year's premier season because of the 1,150-year-old Gion Matsuri (祇園祭). Events span all of July, peaking on the two yamahoko (山鉾) parade days: July 17 (Saki Matsuri, the early procession) and July 24 (Ato Matsuri, the late procession). 32 massive parade carts — some 30 m tall and 12 tons — process down Shijo-dori and Kawaramachi. Together with Tokyo's Kanda Matsuri and Osaka's Tenjin Matsuri, this is one of Japan's three great festivals.

The three days before the main procession (July 14, 15, 16) are Yoiyama (宵山) — the yamahoko stop in the Shijo area alleys and are illuminated at night. Streets close to traffic, hundreds of food stalls operate, and crowds exceed 500,000 per night. Free entry but hotels sell out a year in advance. This is the primary reason international travelers choose July despite the heat.

The downside is basin heat. Average highs of 31°C, lows of 23°C, and 75% humidity push the heat index to 38-40°C. Midday outdoor activity is dangerous — heat stroke risk is real. The Gion Matsuri main parade starts at 9 AM, so plan around early mornings and evenings. Kamogawa Noryo-yuka (納涼床, riverbank dining decks above the Kamo River) is the July-only attraction — 100+ restaurants along Shijo-dori extend wooden decks over the river, with 1-night-2-meals at $67-167.
